Job Summary: General supervisor of the IRUA engineering department. Develops, coordinates and manages IRUA capital improvement projects and existing system improvements including engineering, planning, design, construction, inspection, and economic analysis. Oversees IRUA construction standards, design standards and non-operation- related regulatory compliance efforts. Coordinates and reviews technical analysis and research of water system design using computer stimulations and hydraulic modeling techniques. Bachelor of Science Degree in engineering is required. Must be able to obtain a Professional Engineering License in Civil Engineering in the State of Iowa within five years of start date. Experience designing or operating drinking water and or wastewater systems is preferred.
Essential Duties and Responsibilities:
- Manage capital improvement projects, including: source water, supply, treatment, pumping, distribution and treated water storage drinking water projects and collection, pumping and treatment wastewater projects.
- Develop and manage short and long range plans for water system expansion projects and upgrades.
- Monitor and supervise engineering of minor and major water system expansions including add on users.
- Develop, manage and oversee new projects and services to communities in the areas of both water and wastewater.
- Manage water system relocations resulting from federal, state, and county highway construction projects.
- Update and maintain current design and construction standards for IRUA, and keep current drafts on file with regulatory authorities.
- Manage and oversee a current database of IRUA’s construction cost estimate tools and resources, and develop cost estimates for use in evaluating IRUA capital improvement projects.
- Establish and supervise a program of water distribution system hydraulic analysis and updates.
- Manage and oversee all workflow and resources related to development, establishing and improving IRUA’s Geographic Information System (GIS) database and related software.
- Assist with technical aspects of IRUA’s wastewater treatment infrastructure, pumping and treatment systems, maintain a functional understanding of IRUA’s treatment processes and components.
- Assist with technical aspects of IRUA’s water source and treatment systems, maintain a functional understanding of IRUA’s treatment processes and components.
- Manage and oversee all non-operations related local, state and federal regulatory permitting and compliance programs.
- Effectively communicate project scope and goals with stakeholders including regulatory, funding, local leadership, IRUA staff and members, contractors, equipment suppliers, etc.
- Manage and evaluate engineering staff personnel performance and recommend personnel actions to the CEO/Chief Engineer.
- Establish reasonable work load for engineering operations and schedule of hourly employees.
- Position includes participation in Telemetry role of IRUA’s after-hours on-call rotation.
- When necessary, complete special assignments related to other areas of IRUA operations as directed by the CEO/Chief Engineer.
- Other duties as assigned.
Job Type: Full-time
Pay: $108,000.00 - $128,000.00 per year
