The City of DeWitt, IA has an opening for a full-time waste water operator or a full-time utility laborer. This post provides details for the WASTEWATER TREATMENT PLANT OPERATOR.

JOB SUMMARY:
Under general direction of the Utility Leadworker, responsible for the efficient operation of the physical plant and related facilities used in the receipt, treatment, storage and disposal of solid waste and liquids consistent with EPA standards, practices and requirements. Maintains log of operations and records meter and gauge readings; signs required reports. Work is performed independently and employee exercises lead supervision over Laboratory Technician and other part-time help needed at the Wastewater Treatment Plant.

ESSENTIAL FUNCTIONS:
  • Operates wastewater treatment, sludge processing and disposal equipment in wastewater treatment plant to control the flow and processing of sewage.
  • Monitors control panels and adjusts valves and gates to regulate flow.
  • Observes variations in operating conditions and interprets meter and gauge readings and tests results to determine load requirements.
  • Starts and stops pumps, engines and generator to control flow through filtering, settling, aeration and sludge digestion processes.
  • Maintains log of operations and records meter & gauge readings.
  • Cleans and maintains equipment in wastewater treatment plant to facilitate flow, treatment and storage.
  • Cleans filter screens, processing tanks, precipitates and walkways using hose, brushes, chemicals, shovels, rakes and pumps.
  • Lubricates pumps and valves per maintenance schedule.
  • Collects samples and runs standardized tests using spectrophotometers chemical solutions and related laboratory equipment such as ovens, beakers and pipettes for settable suspended, volatile and total solids, pH, dissolved oxygen demand, turbidity and other changes.
  • Analyzes samples of raw and treated wastewater, sludge and other by-products of the wastewater treatment process to determine efficiency of plant processes to ensure that plant effluent is consistent with EPA standards; prepares and signs required reports.
  • Removes obstructions such as coarse materials from bar-screens to accelerate influent through initial screening process.
  • Tends pumps, conveyors, blowers, filters and other equipment used to decontaminate wastewater sewage by settling, aeration and sludge digestion.
  • Operates heavy equipment to load processed sludge into wagon for dispersal in farm fields, remove snow from roads, maintain grounds and premises.
  • Operates water treatment plant and facilities on a standby-rotating basis. Performs other public works assignments including snow removal as required.
  • Develops software procedures for the recording of tests, maintenance and other programs for computer applications.

KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
  • Knowledge of the physical facilities, equipment and established processes used to treat, store, test and distribute water and wastewater according to federal/state requirements.
  • Knowledge of the laboratory procedures utilized to determine conformance of raw and treated water/wastewater and byproducts to prescribed EPA standards.
  • Knowledge of the occupational safety hazards involved in the operation and maintenance of plant equipment, facilities and processes.
  • Knowledge of controlling federal/state regulations and rules governing the collection and treatment of wastewater.
  • Knowledge of computer operations.
  • Ability to type using keyboard equipment.
  • Ability to maintain efficient plant operation and maintenance including administrative records.
  • Ability to evaluate operational data in order to determine changes and improvements needed to meet program standards and objectives.

WORKING CONDITIONS:
Both inside and outside work. Office work is performed in the laboratory under controlled circumstances. Outside work is subject to exposure to noise, vibration, fumes, odors and gases and subsequent temperature changes. Moderate exposure to such hazards as moving parts and toxic agents, climbing into wells, filtering and holding structures maintaining body equilibrium, crouching, reaching (horizontal/vertical). Requires clarity of vision 20” or less, and 20’ or more and sustained depth and related field of vision as well as eye/hand/foot coordination, manual/finger dexterity and coordination aptitude, clerical forms and numerical perception.
